Principle 1 of 28: Natural Law — The Bedrock Beneath the Bedrock

When Thomas Jefferson sat down in June 1776 to draft the Declaration of Independence, he did not begin with a list of grievances against King George III. He began with a statement about the nature of reality itself: “When in the Course of human events, it becomes necessary for one people to dissolve the political bands which have connected them with another, and to assume among the powers of the earth, the separate and equal station to which the Laws of Nature and of Nature’s God entitle them…”

That phrase — “the Laws of Nature and of Nature’s God” — is the load-bearing wall of the entire American experiment. Everything that follows in the Declaration, the Constitution, and the Bill of Rights rests on this premise: there exist rights and moral truths that no government created and no government can legitimately take away.

What Is Natural Law?

Natural Law is the philosophical tradition holding that certain moral principles are inherent in the structure of the universe and discoverable through human reason and conscience. It stands in contrast to “positive law” — law created by human institutions — which Natural Law theorists argue must conform to these deeper principles to be legitimate.

The concept has roots stretching back to ancient Greece. Aristotle distinguished between “particular law” (rules of a specific community) and “universal law” (principles true everywhere). The Roman philosopher Cicero wrote that “true law is right reason in agreement with nature; it is of universal application, unchanging and everlasting.” The tradition flowed through Thomas Aquinas in the medieval period, who argued that human law must be derived from and consistent with natural law to carry moral authority.

How the Founders Applied It

The Founders drew heavily on the work of John Locke, who argued that human beings possess natural rights to life, liberty, and property that exist prior to any social arrangement. Jefferson adapted this framework directly. The Declaration’s assertion that “all men are created equal” and “endowed by their Creator with certain unalienable Rights” is a statement of Natural Law — these rights are not granted by the document; the document merely recognizes what already exists.

This was not abstract philosophy for the colonial generation. It was a practical argument with revolutionary consequences. If rights come from government, then government can revoke them. If rights precede government, then government exists only to protect what was already there. The entire justification for breaking from Britain rested on this distinction.

How Natural Law Has Been Tested Over 250 Years

The principle has been invoked in every major expansion of American liberty. Abolitionists argued that slavery violated natural law regardless of its legal status. The Fourteenth Amendment’s guarantee of “equal protection” drew on natural law principles. Martin Luther King Jr., in his “Letter from Birmingham Jail,” explicitly cited Aquinas and natural law to justify civil disobedience: “An unjust law is a human law that is not rooted in eternal law and natural law.”

The tension between natural law and positive law remains alive today in debates over constitutional interpretation, human rights, and the limits of government authority.

How It Applies Locally

Every time a Niceville resident exercises a right — attending a city council meeting, speaking freely at a school board hearing, worshiping at their chosen church, or simply going about their day without government interference — they are exercising rights that Natural Law says existed before any of those institutions did. The City of Niceville, the State of Florida, and the United States of America did not create those rights. They inherited the obligation to protect them.

The Sentence That Started a Revolution

Two hundred and fifty years ago this month, a recently arrived English immigrant put 47 pages into the hands of colonial America and changed the trajectory of human self-governance. The pamphlet was Common Sense. The author was Thomas Paine. The opening line above may be the most dangerous sentence he wrote — not because it called for war, but because it called for honesty.

Paine published Common Sense on January 10, 1776, in Philadelphia. The first printing of 1,000 copies sold out within days. A second, expanded edition of 6,000 copies followed on January 20 and also sold out rapidly. By Paine’s own estimate, 120,000 copies circulated within three months among a colonial population of roughly 2.5 million — though modern historians consider even this figure difficult to verify given the print infrastructure of the era. The National Constitution Center estimates that roughly 20 percent of colonists owned a copy by the war’s end, an equivalent modern reach of approximately 60 million copies.

What made the pamphlet extraordinary was not merely its argument for independence — others had made that case. It was Paine’s audience. He wrote for farmers, shopkeepers, and tradespeople, not lawyers or philosophers. He asked questions so plain they demanded honest answers: Can an island govern a continent? Should a man born into a crown have power over millions who never chose him?

The quote featured on this edition’s postcard captures Paine’s central method: before you can change a system, you have to see it clearly. Complacency masquerades as tradition. The mere fact that something has persisted does not mean it is right. Paine understood that the first act of revolution is not violence — it is the willingness to reconsider.

Paine refused personal profit from the pamphlet. He donated proceeds to purchase mittens for Continental soldiers encamped in frigid Quebec, though disputes with his publisher Robert Bell meant he never recouped what he was owed. He understood something modern civic life has largely forgotten: the messenger’s credibility depends on the messenger’s sacrifice.

General George Washington wrote to a friend shortly after publication that Paine’s pamphlet was working “a powerful change in the Minds of Men.” Within six months of its publication, the Declaration of Independence was signed.

Today, as America reaches its 250th anniversary, the question Paine posed is no less urgent. Are there habits of not thinking that we have let stand too long?

2. Dauphin County recorded 144,891 registered voters in the 2024 general election, with 72.3% turnout — meaning more than one in four registered voters chose not to participate in selecting their representatives.

3. Pennsylvania's 1776 Constitution — written the same year as the Declaration of Independence — explicitly cited 'natural, inherent and inalienable rights' in Section 1, making Pennsylvania one of the first governments to encode Natural Law principles into positive law.

Ande ran through drops of dew, Her brother Sam came running too. “Grandma, Grandma, where are you? It’s planting day — we’ve work to do!”

Grandma smiled with gentle cheer, As butterflies came floating near. “The garden shows us every day, That nature works in its own way. The world is held by laws so fine, A grand design, a law divine.”

Ande cried, “I want these seedlings fast!” Sam clapped and said, “Right now would do.” They poured on food and cheered with glee, “Grow now, grow now immediately!”

But soon the stems bent low and weak, Their leaves turned brown, their roots grew meek. “Oh why?” cried Ande, full of doubt. Sam shook his head, “We wore them out.”

Then Terra Turtle shuffled near, And spoke in tones both calm and clear: “Dear children, nature has its say, Its laws don’t bend, they show the way. Not chains that bind, but gifts to keep, They help the roots grow strong and deep.”

“See how the sunflower lifts its face, And turns with sunlight’s steady pace. It doesn’t rush, it doesn’t fight, It grows by day and rests by night. The rules of nature guide each day, And help all living things to stay.”

Scout the Rabbit hopped in sight, “My legs are made for leaps so light. I cannot fly, I cannot swim — The rules are set, not just a whim. Like gravity that pulls us all, These laws are firm, both great and small.”

Buzz the Bee buzzed by the tree, “Our hive has roles for you and me. Each bee must dance, each bee must try, We follow patterns, and here is why: They’re not restrictions, but the tools That let us thrive by nature’s rules.”

Flora fluttered, wings so bright, “Each bloom will open in its light. Morning dew and evening glow, Tell us when it’s time to grow. The garden thrives when laws are true, And so can every one of you.”

Ande gasped with widening eyes, As wisdom slowly did arise. Sam nodded, finally understood: That rushing never does much good. Like rivers flowing to the sea, The laws of life set people free.

With gentle hands, they tried once more, Planting seeds — carefully, not like before. Sam gave each seed its space, Ande poured water, slow with grace. No magic tricks, no hurried pace, They followed nature’s law with faith.

Day by day, the garden grew, Bright with blossoms, strong and true. Each plant stood tall, each flower sang, The garden bloomed where patience rang. By trusting rules both firm and kind, They found the strength that laws designed.

“I see now, Grandma,” Ande smiled, Her steps more steady, less so wild. Sam said with pride, “I’ve learned today, That patience is the better way. Like gardens growing slow and strong, These natural laws right all wrongs.”

“You see natural law at school too,” said Grandma. “When you share your crayons, friends want to play with you. When you grab toys, friends walk away. That’s natural law — kindness naturally brings friendship, and selfishness naturally brings loneliness. Nobody has to make a rule; it just happens!”

The sun went down, the stars did gleam, The garden glowed with gentle dreams. “Nature’s rules,” they sang in song, “Will guide us true our whole lives long. A gift to keep, both firm and free, The laws that shape eternity.”

Know Your Rights: The First Amendment — Five Freedoms, One Sentence

The First Amendment to the United States Constitution contains just 45 words:

“Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.”

Those 45 words protect five distinct rights. Here’s what each one actually means — and what most people get wrong.

1. Freedom of Religion (Establishment Clause + Free Exercise Clause)

The First Amendment contains two religion clauses working in tandem. The Establishment Clause prevents the government from establishing an official religion or favoring one faith over another. The Free Exercise Clause protects your right to practice your religion — or no religion — without government interference.

Common misconception: “Separation of church and state” is not in the Constitution. The phrase comes from Thomas Jefferson’s 1802 letter to the Danbury Baptists. The First Amendment restricts government, not private citizens or organizations.

2. Freedom of Speech

The most widely known First Amendment right, recognized by 79% of Americans in the most recent Annenberg survey. It protects your right to express opinions, ideas, and information without government censorship or punishment — including unpopular, uncomfortable, or offensive speech.

Common misconception: The First Amendment applies to government action. A private employer, social media company, or business is not bound by it. “Free speech” as a legal right means the government cannot punish you for your expression.

3. Freedom of the Press

Protects the right of individuals and media organizations to gather and publish information without government prior restraint (pre-publication censorship). The landmark case New York Times Co. v. United States (1971) — the “Pentagon Papers” case — established that the government carries a heavy burden when attempting to prevent publication.

4. Right of Assembly

Protects your right to gather peacefully with others for any lawful purpose — protests, demonstrations, community meetings, religious gatherings, or political organizing. The key word is “peaceably.” The right does not extend to assemblies that involve violence or the destruction of property.

5. Right to Petition the Government

The least-known First Amendment right (named by only 12% of Americans in 2025), the right to petition allows you to formally request that the government address a grievance — through signed petitions, letters to elected officials, lawsuits, or lobbying. It is the mechanism by which citizens communicate directly with their government.

Why These Five Are First

The Founders did not number the amendments by accident. The freedoms of conscience, expression, and assembly are the mechanisms through which a free people govern themselves. Without the right to think, speak, publish, gather, and petition, every other right becomes theoretical.

James Madison, who drafted the Bill of Rights, originally proposed the amendments as insertions into the body of the Constitution itself. It was Roger Sherman of Connecticut who argued they should be appended as a separate list — creating the “Bill of Rights” format we know today.

Exercising Your Rights in Niceville

Every time you attend a Niceville City Council meeting (held on the 1st and 3rd Tuesday of each month at City Hall), you are exercising your First Amendment rights of assembly and petition. Every time you write a letter to the Northwest Florida Daily News or post an opinion on a community forum, you exercise freedom of speech and press. Every time you attend the church, synagogue, mosque, or meeting of your choice — or choose not to attend any — you exercise freedom of religion.

These rights are not gifts from the government. Under the principle of Natural Law (this quarter’s featured principle), they existed before the First Amendment was written. The amendment simply forbids the government from interfering with them.

City Council: Harrisburg City Council consists of seven members who serve as the city's legislative body, meeting every other Tuesday at 6:00 PM in the Martin Luther King Jr. Government Center (10 N 2nd Street, 2nd floor). The Council passes ordinances, approves the city budget (currently $73 million annually), sets tax rates, and oversees city departments including police, fire, public works, and parks. Citizens can participate by attending meetings and speaking during the public comment period, typically at the beginning of each session. Recent Council actions include approving funding for street repairs, debating public safety policies, and reviewing development proposals that shape Harrisburg's future. Council meetings are open to the public and agendas are posted in advance at harrisburgpa.gov.

School Board: The Harrisburg School District Board of Directors governs education for approximately 6,000 students across 13 schools in the city. The nine-member board is elected to four-year terms and meets on the second and fourth Tuesday of most months at 6:30 PM at the Administration Building (2101 N Front Street). The Board controls the district's budget (exceeding $100 million annually), approves curriculum standards, negotiates teacher and staff contracts, oversees facility maintenance and construction, and sets educational policies. Parents and citizens can attend meetings, speak during public comment periods, and review meeting minutes online at hbgsd.us. The District has faced significant financial challenges in recent years, including state receivership from 2012-2018, making citizen oversight particularly important. Board decisions directly affect property taxes, school quality, and educational opportunities for Harrisburg's children.

County Commission: The Dauphin County Board of Commissioners consists of three elected members who serve four-year terms and manage a $240 million annual budget covering services far beyond city limits. Commissioners oversee the county jail, 911 emergency dispatch, elections administration, human services, mental health programs, regional parks, and approximately 1,300 miles of county roads. They meet publicly every Wednesday at 10:00 AM in the Commissioners' Boardroom (2 S 2nd Street, 3rd floor, Dauphin County Administration Building). Citizens can attend meetings and speak during public comment periods, typically at the beginning of each session. Recent Commission actions include allocating federal COVID relief funds, approving infrastructure improvements, and setting county tax rates. The Commission's decisions affect all 281,000 Dauphin County residents, making it one of the most consequential local government bodies that receives the least public attention.
